Accreditation (Guidelines, forms and requirements)

Certification Bodies accredited by the ANP for Local Content Certification are responsible for measuring the local content of goods and services applied in the Exploration and Production Development of Oil and/or Natural Gas, using the methodology defined by ANP Resolution No. 19/2013.

ANP Resolution No. 25/2016 establishes the requirements and procedures to be used in analyzing requests for grant, extension, reduction and processes of maintenance, suspension or cancellation of the Accreditation of Certification Bodies for the Local Content of goods and services by ANP's Office of Accreditation.

This Resolution repealed and replaced Resolutions ANP No. 37/2007 and No. 38/2007, which addressed respectively accreditation and audit of Local Content Certifiers. Thus, the ANP approached the standards and procedures adopted by INMETRO, a national reference in accreditation, and which is based on internationally recognized standards.

As stipulated in the new rule, pending the edition of the instrument containing the new Accreditation Scopes for which the bodies may be accredited, the areas of accredited activities based on ANP Resolution No. 37/2007 remain valid, and the transition of Certification Bodies to the new accreditation model is guaranteed.

The procedures to request accreditation are indicated below.

  • Accreditation Request

    For the Initial Accreditation Request, applicants must complete the following forms:

    • FOR–CCL–01 – ACCREDITATION REQUEST FOR LOCAL CONTENT CERTIFICATION
    • FOR–CCL–02 – TERM OF CONFIDENTIALITY
    • FOR–CCL–03 – COMPLETENESS VERIFICATION CHECKLIST
    • TCA–CC – ACCREDITATION COMMITMENT TERM

    In addition, the requester must submit the required documentation and collect, through the Federal Payment Form (GRU), the amount of R$ 270.00, according to the guide ORI–CCL–01 – ACCREDITATION RATES.

    After receipt of the documentation and payment of the GRU, the ANP will issue the Analysis Report of Completeness and send it to the requester, which will have five (5) business days to respond to the ANP.

    Note: For Accreditation Extension or Inclusion of Technical Managers, the documentation to be sent must refer to the technical documentation, and decision-making will be made after a maintenance audit.

  • Analysis of Documentation

    After analyzing the completeness of the documentation and the Analysis Report of Completeness indicates compliance, the requester must:

    • Collect, through the Federal Payment Form (GRU), the amount of R$ 540.00, according to the guide ORI-CCL – 01 – PRICES OF ACCREDITATION.

    At this stage, the documentation will be reviewed to verify consistency with the Management System and the Technical Procedures.

    The analysis of financial requirements will be carried out according to the ORI-CCL – 04 – FINANCIAL REQUIREMENTS.

    A Documentation Analysis Report (RAD) will be issued, indicating compliance or non-compliance for each item of the documentation and 30 days to remedy the non-conformities.

  • Evaluation

    If documentation is in compliance, an In-place Evaluation and a Performance Evaluation of the Certification Bodies will be scheduled, and the Audit Plan will be sent to the requester.

    After issuance of the Audit Report, in case of non-conformities the requester must propose the corrective actions and corrections within 10 (ten) days, and implement these corrective actions and corrections within 60 (sixty) days.

    If the non-conformities are resolved, Accreditation of the requester will be recommended.

  • Certification Bodies Already Accredited

    As provided in ANP Resolution No. 25/2016, Article 55, "pending the edition of the instrument containing the new Accreditation Scopes for which the bodies may be accredited, the areas of accredited activities based on ANP Resolution No. 37/2007 remain valid and the transition of Certification Bodies to the new accreditation model is guaranteed."

    Certification Bodies accredited prior to the publication of ANP Resolution No. 25/2016 must submit an Action Plan until December 31, 2016, for adjustment to ABNT-approved standard ISO 17065:2013. The Action Plan, according to FOR-CCL-04 - ACTION PLAN FOR ADEQUACY, must contain the models of documents and related activities and indicate the deadline for implementation of the Management System and delivery of the valid INMETRO certificate as Product Certification Body (OCP).

    Certification Bodies that obtain valid INMETRO OCP certificates must send copies of the certificates, or equivalent supporting documentation, the signed Accreditation Commitment Agreement and the internal audit reports, as well as the Internal Procedures according to standard ORI- CCL-02 - REQUIREMENTS FOR TECHNICAL PROCEDURES.

    As of March 1, 2017, implementation of the requirements of Brazilian Standard ISO 17065:2013 in Accredited Certification Bodies will be evaluated, and its non-compliance will result in the sanctions set forth in ANP Resolution 25/2016.

  • Technical Procedures

    Certification Bodies have to adjust their Technical Procedures to standard ORI- CCL-02 - REQUIREMENTS FOR TECHNICAL PROCEDURES, updating or creating models and documents to meet the requirements.

    Certification Bodies already accredited or re-accredited up to December 31, 2016 must send the documentation related to the Technical Procedures adjusted to the requirements until February 1, 2017.

  • Accreditation Scopes

    The new Accreditation Scopes, according to the document ORI-CCL-03 - ACCREDITATION SCOPES are available on the ANP website, and are valid as of January 1, 2017, without prejudice to the Certification Organizations that have the activity areas with their respective Technical Officials. The equivalence between Accreditation Scope and Activity Areas are contained in the same document.
