The process of
presentation of bids and determination
of the winner offer will be guided
by the following rules:
»Bids
for one determined Block can be presented
by any qualified company as operator
for the Block, or by any consortium
where all the members individually
will be qualified for the related
Block and the leader of the consortium
it is qualified as operator for the
Block in question;
»The
bids will be individual for each offered
Block. Bids for groups of Blocks will
not be admitted;
»Each
company or consortium presenting bids
for Blocks located in one determined
sector will present an envelope contends
all the individual bids for each Block
of this sector. If one same company
presents bids in different consortia
for Blocks located in the same sector,
bids will have to be presented in
distinct envelopes;
»No
company will be allowed to present
more than one bid for one same Block,
either individually or in consortium.
All the bids that involve the same
company, in the same block, will be
impugned by the Special Tender Committee.
Such limitation is also extended for
affiliated companies.

The Special Tender Committee will
verify the fulfilling of the envelopes,
being able, its exclusive criterion,
to request pertinent corrections;
»The
envelopes containing the bids will
immediately be opened after the closing
of the stated period for its presentation
and the analysis for the Special Tender
Committee;
»It
bids winner of each Block in determined
basin sector will be known before
the opening of the process of presentation
of bids for the following sector;
»The
process is public and will be effected
in transparent way;
»The
bids will exclusively be carried according
to instructions of the Final Tender
Protocol and the Final Tender Protocol.
