Bidding Conference
The bidding conference of Brasil
Round 8 will take place on November 28th and 29th, at 9
a.m., in Copacabana Palace Hotel, located at Avenida Atlântica,
1702, Copacabana, Rio de Janeiro – RJ.
In order to be able to present bids,
the qualified companies or consortium who have paid the
participation fee must present bid bonds for each Block
they want to present offers. The values of the guarantees
vary from R$ 15,000.00 (for onshore blocks) up to R$ 60,000.00
(offshore blocks). The bid bonds can be presented as letter
of credit or insurance-guarantee
up to November 21st. The guarantees of the companies regarding
blocks in which they were awarded are held by ANP up to
the Concession Agreement is signed.
As in previous Rounds, the 284 blocks
will be announced per sector, according to the sequence
established on the Final Tender Protocol. The qualified
companies must present individual bids for each block. If
a company is bidding as an operator, there is a restriction
on the number of the blocks the company can be awarded.
If the operator achieves this limit, further bids won’t
be read or considered by the system. There is no restriction
for companies bidding as non-operators.
The participants must present sealed
envelopes with the offered value, stated in the bid form
and on the biddisk. The biddisk will be checked with the
printed offer signed by the accredited representative (that
is the official version). The companies will have a time
limit of about five minutes to deliver the envelopes. After
this deadline, the envelopes shall be opened and winner
of each block will be announced. After the winners are announced,
the process restarts for the next sector.
In case of a tie-break, if the section
of art. 42 pursuant to Petroleum Law (9.478/97) is not applicable,
the Special Tender Comission will supply the bidders with
new envelopes and forms. The companies will have about 10
minutes to present new bids. If the tie-break still continues,
a sorting criteria will be adopted. In case of a tie-breaking
session, the sequence will follow the one foreseen on the
Final Tender Protocol.
